3C tables like PERSON_CHK_ITEM don't typically provide an aid year field. So to search communications, checklists, and comments by aid year join the VAR_DATA_**** (e.g. VAR_DATA_FINA) tables with your query. The VAR_DATA tables contains useful fields like common_id, var_data_seq, and aid year. You will want to make sure you join the table with another 3C table that also has the VAR_DATA_SEQ field.
